Ph.D in Political Economy from University of Southern California. Taught in Scripps College, UCLA. Author of Leapfrogging Development? The Political Economy of Telecommunications Restructing (Suny 99). His second book, in the press, is titled Information Technologies and Global Politics: The changing scope of Power and Governance (Suny 01)
Also implementing an e-commerce project in District Kangra (Himachal Pradesh), funded by the World Bank, which helps women's cooperatives in the area.
